I don't have a link on the 4 yr cycle low but I've seen it mentioned on CNBC as well as Trading Markets and I believe its a fairly common to many technicians. The most prominent one I know of who talks about this is Dr. Nenner..I'm sure you can google him and get a summary.
El Nino is supposedly responsible for the very weak hurricane season and is caused by warming in the Pacific Ocean, which in turn disrupts the Jet stream to the point that it greatly reduces the occurance of hurricanes in the Atlantic. But the bad thing is that it produces severe weather in the pacific, droughts in southeast asia and if you'll recall it did affect us the last time it occured. So instead of severe weather in the gulf and Atlantic, we get it from the pacific, or at least the west coast gets the brunt of it. It can also affect temperature patterns and thus this winter is expected to be warmer than average, but with severe weather thrown in.
