I'm a headhunter in heavy civil construction. URS just popped due to profit margins being up and the expected stimulus money to do them well. They just recently acquired Washington Group International which is a massive $2B+ general engineering contractor. URS is mainly engineering and construction management services--not a hands on self-perform contractor. The fact is with the economic downturn, guys who used to pave driveways are now bidding on DOT highway projects they are so desperate now. There are 2-3 times the bidders there used to be on most federally funded projects now and the low bidder 90% of the time is buying the work (bid is below their cost) just to keep the hands busy in the field. Washington Group in SoCal I can tell you has zero projects under construction as of June when the East Side Rail project finishes up (Riverside Interchange just finished). Washington Group was one of two contractors qualified to bid on a big $1 billion infrastructure project in SoCal about a month ago and URS pulled the plug on even submitting the bid right before bids were due because they deemed the project as being too risky. Bottom line is, I wouldn't touch URS with a 10 foot pole. They are heavily invested in the international market as well and even Dubai projects have cut down from 300 to 20 people on projects I'm aware of.

Bottom line...stay away from URS!
