Reg SHO (regulations governing shorts) was designed to, among other things, establish consistent "locate and delivery" rules so both "failures to deliver" and abusive “naked” short selling (not borrowing to short) could be prevented.
Which securities qualify to go on the SHO list?
At the conclusion of each settlement day, data for securities is examined for fails to deliver of 10,000 shares or more and if the level of fails is equal to or greater than 0.5% of the total shares outstanding for five consecutive days they go on the SHO list.
