        Greenspan to Reassure Congress on Prices

        WASHINGTON (Reuters) - Federal Reserve Chairman Alan Greenspan will go before Congress this week armed with data showing the U.S. economy is solid and free of dangerous price pressures that could force rapid interest-rate rises.

        The Fed chairman is to deliver his semiannual monetary policy report to the Senate and U.S. House of Representatives on Tuesday and Wednesday, likely assuring lawmakers recent signs of a slowdown are merely a lull and that rates need to gradually rise to keep the recovery healthy.

        "I think we're going to see him patting himself on the back for having guided the economy through a weak period," said Richard DeKaser, chief economist with National City Corp. in Cleveland.

        "He's also going to say that there has been an impressive acceleration in growth and acknowledge Fed policy's role in making that happen," he added.

        U.S. central bank policy-makers already have begun reversing a series of rate cuts initiated in 2001 that took interest rates to 46-year lows.

        The policy-setting Federal Open Market Committee raised the federal funds rate a quarter percentage point -- to 1.25 percent -- on June 30 but said future policy moves would come at a "measured" pace.

        Economists see more quarter-point rate rises this year as the Fed weighs the momentum of price rises for key products like imported oil and assesses the impact of higher borrowing costs on consumer spending.

        The Fed on Tuesday also will offer updated forecasts for inflation, economic growth and unemployment.

        Lawmakers often use Greenspan's appearances to quiz him about big budget deficits, a central issue in the campaign for November's presidential election.

        Greenspan has said repeatedly that while he sees deficits as dangerous, spending curbs -- not tax increases -- are the wisest way to fix them.

        GOOD INFLATION NEWS

        Policy-makers got good news on Friday when the government said consumer prices climbed in June at only half the prior month's rate -- a 0.3 percent rise in the Consumer Price Index versus 0.6 percent in May. Excluding food and energy, prices rose 0.1 percent last month, their smallest gain this year.

        If prices accelerate, the Fed could be compelled to push up rates more frequently or in larger increments, increasing the likelihood that overall economic activity might be hurt by costlier credit.

        Essentially, Greenspan's task before Congress, and in the runup to the election, is to make a persuasive case that the expansion is well-rooted and the Fed is on guard against either inflation or a prolonged slowdown.

        Retail sales fell 1.1 percent in June, the government reported last week, raising some worry that consumers might be retrenching in the face of higher energy costs.

        The signs of a wavering in the economic pace obliges Greenspan to strike just the right note on prospects.

        "Recent weakness may not be a trend but it has to be acknowledged and Greenspan has to make the case that the Fed's measured, gradual approach (to rate rises) is the correct one to protect job creation and keep the economy on track," said Diane Swonk, chief economist for Bank One in Chicago.

        The nation's gross domestic product, the measure of total goods and services production in the country, grew at a sturdy 3.9 percent annual rate in the first quarter and is forecast in the latest Blue Chip poll of economists to reach a 4.1 percent rate in the second quarter.

        Swonk, who expects two more 0.25-point hikes in the fed funds rate this year, said Greenspan was justified in arguing that a steady-as-it-goes course was best for the economy.

        "He's in a very nice position to tell Congress that we're just in a little lull in the pace of economic activity in the summer but that the economy is solid," she said.

          Kmart may be hoarding cash for purchases-Barron's

          NEW YORK, July 18 (Reuters) - Discount retailer Kmart Holdings Corp. (KMRT.O: Quote, Profile, Research) has been hoarding cash while investing little in its stores, and may be poised for an acquisition binge, business weekly Barron's reported.
          Kmart's strategy appears to be to sell undervalued real estate and use its cash for acquisitions or a large share-repurchase program, the paper said in its July 19 edition. It added that Kmart's cash coffers could hit $3 billion by year-end.

          Potential acquisition targets include Mervyn's, the department-store chain that Target Corp. (TGT.N: Quote, Profile, Research) wants to sell, which could fetch $1.5 billion to $2 billion, Barron's said. It added that Kmart might seek to merge with Sears, Roebuck and Co. (S.N: Quote, Profile, Research) , whose largest shareholder is Kmart Chairman Edward Lampert's hedge fund, with a 15 percent stake.

          Kmart, which came out of bankruptcy in May 2003, is also keeping price's higher than its rivals Target and Wal-Mart Stores Inc. (WMT.N: Quote, Profile, Research) , a strategy that analysts call questionable, the paper said.

          The plan is driven by Lampert, the article said. Kmart could use some $3.8 billion in deferred tax assets to shelter income, which are more valuable if it is monetized sooner rather than later.
